Give my image files lowercase extensions (.jpg, not .JPG)

You can force PPT2HTML to name the image files it produces with lowercase extensions.

Add the following line to the [PPT2HTML] section of your PPTools.INI file:

ImageFileExtensionCase=LOWER

The next time you use PPT2HTML, your images will all have lowercase file name extensions.
